To complete Retrieve the Stolen Goods from Castillo, you need to play the And My Sugar main quest.
During the And My Sugar quest, you will have to go to the location shown below and, while staying stealthy, climb onto the roof of the Castillo.
Once you reach outside the Fort aka Castillo, go to the left side of the Castillo entrance.
There is a narrow route that can be found next to wall on the left side that leads to the upper floor of the Castillo.
Follow this route to quietly climb to the upper level of the Castillo without alerting the guards.
When you reach the upper floor, you will encounter few guards. Knock them out and then look for Captain Mendoza. The fat man with the green icon on his head in the screenshot below is Captain Mendoza.
Captain Mendoza has the key to the stolen goods. Pickpocket the key from Captain Mendoza, then head to the door at the back and unlock it using the key.
Inside, you will find the stolen goods and can retrieve them. However, be careful—the guards are watching. As soon as you retrieve the goods, leave the area immediately.
